Some argue that climate change causes immigration, while others argue that immigration causes climate change. Both are partly true. Understanding the intertwined crises—both with deep historical roots and both accelerating dramatically at the end of the 20th century—can help us think about solutions that address both. The Green New Deal is a beginning—but we need to understand both its strengths and its limitations.

She is a professor of History and the Coordinator of Latin American, Latino and Caribbean Studies at the Salem State University in Massachusetts. She previously taught at Bates College in Maine and was a Research Associate at Harvard University, where she specialized in Caribbean and Latin American history.
